NEIGHBOURHOOD FIRST POLICY

A cornerstone doctrine prioritising South Asian neighbours. All SAARC heads of state were invited to Modi's 2014 swearing-in. Includes connectivity, trade, and energy agreements with Bangladesh, Nepal, Bhutan, and Sri Lanka.

India-Pakistan relations remained strained. After 2016 Pathankot and Uri attacks, India conducted surgical strikes (2016) and the Balakot airstrike (2019), significantly altering security discourse.

Academic Note: This section presents factual criticisms and policy debates as documented in credible judicial, governmental, and journalistic sources. Included for balanced, objective understanding โ€” essential for competitive examination preparation.
โš–๏ธ The 2002 Gujarat Riots
The 2002 Gujarat communal riots followed the Godhra train fire (27 Feb 2002). Modi was CM. SIT issued a 'clean chit' (2012), upheld by Gujarat HC and Supreme Court (2022). Critics and human rights organisations have contested the adequacy of investigation and rehabilitation. The events remain a significant subject in Indian academic discourse.
๐Ÿ’ต Demonetisation (2016) โ€” Ongoing Debate
The November 2016 demonetisation generated substantial debate. RBI's data showed 99.3% of demonetised notes returned โ€” challenging the stated anti-black-money goal. GDP growth slowed. Informal sector disruption and job losses were documented. Proponents argue it accelerated digital payment adoption and economic formalisation.
๐Ÿ“ฐ Press Freedom Rankings
India's ranking on global press freedom indices declined. Reporters Without Borders (RSF) ranked India 159/180 in 2023, citing concerns about journalist safety, media ownership concentration, and sedition law applications. The government has contested these rankings' methodology and criteria.
๐Ÿ›๏ธ Citizenship Amendment Act (CAA)
The CAA (December 2019) provides citizenship pathway for persecuted minorities from Pakistan, Bangladesh, and Afghanistan โ€” notably excluding Muslims. Critics argued this was discriminatory. Combined with a proposed NRC, concerns arose about Muslim citizen status. Widespread protests occurred. The government maintained CAA does not affect any Indian citizen's citizenship.
๐Ÿ“Š Electoral Bond Scheme
The Electoral Bond Scheme (2018) allowed anonymous donations to political parties. In February 2024, the Supreme Court declared it unconstitutional, ruling it violated voters' right to information. The court noted opacity in political funding undermined democratic transparency.
๐Ÿ“‰ COVID-19 Pandemic Management
India's second COVID wave (Aprilโ€“May 2021) severely strained healthcare systems. A 2022 WHO report estimated India's excess deaths significantly exceeded official COVID counts โ€” a methodology the Indian government disputed. The vaccination drive achieved 2 billion+ doses while facing early distribution critiques.
๐Ÿ’ผ Employment & Inequality
ILO and domestic surveys raised concerns about youth unemployment. Controversy erupted over the alleged suppression of a 2018 NSSO survey showing high unemployment rates. Critics argue benefits of growth were unevenly distributed. The government contested both the methodology and characterisations of suppression.
